Senate GOP Back President's Call to Overhaul Affordable Care Act

American lawmakers are meeting during the weekend for the first time since the government shutdown began over a month ago, but expectations for a bipartisan agreement on how to end the standoff appeared to diminish as GOP senators floated a proposal unacceptable to Democrats: scrapping the ACA, known as Obamacare.

Deepening Consequences of Government Shutdown

The impact on US citizens from the lengthiest shutdown of the US government in history worsened on Saturday, as government employees went unpaid, airlines were forced to cancel flights and Supplemental Nutrition Assistance Program benefits have been postponed for 42 million Americans.

President's Proposal from Golf Course

As weekend meeting got under way, Republican senators welcomed a suggestion made on online platforms early Saturday by Donald Trump from his golf course in West Palm Beach, for subsidies to be replaced by health savings accounts.

"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

GOP Endorsement

Several Republican senators praised the plan, which is comparable with a replacement for Obamacare proposed in 2017.

"We will replace this failing program with something that is actually better for the consumer," one senator said.

Another senator praised Trump's proposal on online platforms, and displayed a large print of Trump's post as he addressed on the Senate floor.

"I am drafting the bill right now," a third senator wrote in reply to Trump's proposal. "We must stop taxpayer money from going to carriers and instead give it directly to Americans in HSA-style accounts and let them buy the medical coverage they want."

Opposition Reaction

Democratic senators shared alarmed responses to Trump's proposal.

"In other words, Donald Trump's 'proposal' for health care is another cynical attempt to repeal Obamacare," one Democratic senator commented. "It's the same unsuccessful Republican plan that's been rejected by the public and Congress."

Another lawmaker reacted to the criticism of carriers by writing: "Oh, Trump and the Republicans dislike how the large insurance companies are overcharging Americans. Seriously? Then I welcome your support for universal healthcare."

Ongoing Talks

The Senate went into recess without reaching a solution, but Senate Republican leaders have signaled an openness to an developing plan from a handful of moderate Democrats to end the closure in exchange for a later vote on the Obamacare payments.

One Democratic senator, who is leading the talks among moderates, said that Democrats "need another way ahead" after Republicans rejected an proposal to reopen the government and extend the payments for a year.

Another senior Democratic lawmaker persisted in arguing that Republicans should agree to a 12-month continuation of the payments before negotiating the future of the tax credits.

"Inaction is irresponsible because people will go bankrupt, people will lose insurance, people will get more ill," the senator said in a Senate address. "That is what will happen if this Congress fails to act."

Political Dynamics

Not one of the Republican senators seemed to address the fact that consumers would still need to buy coverage from the same insurance companies, or that Republican legislators need the backing of eight Democrats to reopen the government, and the concept of eliminating and replacing Obamacare with HSAs is unlikely to earn a single Democratic vote.

Several observers suggested that the core of such a proposal would eliminate the ACA's requirement that carriers cover individuals with pre-existing conditions.

After his resort visit, Trump returned to his residence and reiterated on his insistence that Republicans stop seeking agreement and try instead to repeal and overhaul Obamacare with a version of the plan that was unsuccessful to secure enough support in 2017.
